How in the world do I create a new SSRS project in VS Community 2019?

I installed all the standard packages for 2019, and included:

1. Data storage and processing
2. Visual Studio extension development
3. Data science and analytical applications

But... when I attempt to create a new project as "SQL Server Reporting Services" there is no possible way to do it.

I can do it just fine in VS 2017, but not 2019. And despite what the MS technical docs have to say about SSDT being

included in 2019, I don't believe it.

Does anyone know how to address this?
